The Ministry of Finance (MOF) has banned a Malaysian citizen from utilising the BUDI MADANI RON95 (BUDI95) initiative after the individual was caught on camera filling RON95 petrol into containers.
Taking to its official Facebook page, the MOF shared that it had identified the perpetrator after footage of the incident went viral online.

The Ministry stated:
“The MOF takes seriously a video circulating on social media showing an individual filling RON95 petrol into empty containers at a petrol station. Investigations found that the individual involved is a Malaysian citizen and a MyKad holder.
“This act clearly violates regulations regarding the abuse of fuel subsidies under the BUDI95 programme and has the potential to undermine the Government’s efforts to ensure transparent, targeted, and effective subsidy management.”
Consequently, the MOF has decided to block the MyKad used in the transaction and prevent the vehicle owner from further participating in the BUDI95 scheme.

How to report similar incidents
The MOF also encouraged the general public to file official complaints if anyone detects suspicious activities regarding BUDI95. Reports can be made via the BUDI MADANI Service Centre through the following channels:
- Phone: 1300-88-9595
- WhatsApp: +603-26314594

The viral incident

The controversy began when an anonymous user posted clips to the 新柔大小事 Facebook group. The footage showed two individuals filling 71 litres of RON95 petrol (worth RM234) into containers stored in the boot of a Malaysian-registered vehicle at a petrol station in Johor Bahru.
