The Royal Malaysia Police (PDRM) has arrested two individuals to facilitate investigations after three siblings were found in Kangar, Perlis with signs of potential abuse. Previously on Friday (24 March 2023), the three male siblings were found by villagers near a small bridge at Jalan Kampung Tambung Tulang, Simpang Empat in weak conditions, with two of the boys being chained together at their legs.

As reported by BERNAMA, Kangar district police chief ACP Yusharifuddin Mohd Yusop confirmed that a woman, 46 and a man, 31 were arrested in connection to the case. He further asserted,

“Two of the children were persons with disabilities (PwD) and possessed cards identifying their hearing and learning disabilities… We believe the boys ran away from the house after being unable to endure the abuse. We are unable to obtain further information yet as they refuse to talk,”

The boys were checked and treated at the Tuanku Fauziah Hospital following the incident.  ACP Yusharifuddin further revealed that the children were believed to have been locked up and chained in a house by their mother, who didn’t stay with them. The case is currently being investigated under Section 31(1)(a) of the Child Act 2001 and both suspects have been remanded until 31 March 2023.

Meanwhile, the older sister of the female suspect has come out to defend her, saying that the woman is a loving mother and almost never gets mad at her children even though they are really ‘naughty’ and ‘hard to control’. As reported by Sinar Harian, she further revealed her sister chained the children for their own safety as they like to wander around the village and the eldest sibling once even fell into a river.

She further said that the siblings always try to run away from home by breaking their house’s window grills or the door. Family members had previously suggested the mother send her PwD children to the Department of Social Welfare but she refused because she can’t bear being way from them and feared that they would be bullied.
