US Sanctions 6 M’sian Companies for Allegedly “Supporting Russia’s Military-Industrial Base”

The United States (US) Department of State recently released a statement regarding its new measures targeting alleged “third-country enablers supporting Russia’s Military-Industry base”, which include sanctions of nearly 400 entities and individuals globally.

Intriguingly, 6 Malaysia-based companies were also included in the list, which you can find out more about below.

According to the statement, the US Department of State is sanctioning these 5 Malaysia-based companies in accordance with Section 1(a)(i) of Executive Order 14024 (E.O. 14024) for allegedly operating or having operated in the manufacturing sector of the Russian Federation economy:

 

  1. ZEOLITE MANSFORD SDN BHD (ZEOLITE), which shipped approximately USD2.1 million worth of CHPL (Tier 3) items, including ball bearings, to Russia-based companies, including GPZ77 LIMITED LIABILITY COMPANY, in March 2024 alone
  2. MAXTRUM CAPITAL SDN BHD (MAXTRUM), which shipped more than USD440,000 worth of CHPL (Tier 3) items, including ball bearings, to Russia-based KRUPS MM LIMITED LIABILITY COMPANY in March 2024 alone
  3. CENTRINA UNITED SDN BHD (CENTRINA), which shipped approximately USD2.7 million worth of CHPL (Tier 3) items, including ball bearings, to Russia-based companies, including DINAMIKA LIMITED LIABILITY COMPANY and the following U.S.-designated entities: BALTPROMSERVIS and OOO INSTRUMENTALNO PODSHIPNIKOVAYA KOMPANIYA, between January 2023 and February 2024
  4. GYNTEC CARBON SDN BHD (GYNTEC), a Malaysia-based company that shipped approximately USD2 million worth of CHPL Tier 3 items to Russia-based companies, including LIMITED LIABILITY COMPANY TORGOVYY DOM PPZ, between February 2023 and April 2024
  5. MORALABILITY INDUSTRIAL SDN BHD (MORALABILITY), a Malaysia-based company that shipped approximately USD1.3 million worth of CHPL Tier 3 items to Russia-based companies, including LIMITED LIABILITY COMPANY GERMES, between November 2023 and April 2024

Meanwhile, the Malaysian company below is being sanctioned by the US State Department in accordance with Section 1(a)(vi)(B) of E.O. 14024 for allegedly having materially assisted, sponsored, or provided financial, material, or technological support for, or goods or services to or in support of BALTPROMSERVIS, a person whose property and interests in property are blocked pursuant to E.O. 14024:

 

  • MELIX GLOBAL SDN BHD (MELIX GLOBAL), a Malaysia-based ball bearings producer.  MELIX GLOBAL exported over USD190,000 worth of CHPL items, such as ball bearings, to U.S.-designated BALTPROMSERVIS in April 2024

The US Department of State added that the sanctions are targetting entities in multiple 3rd countries, including the People’s Republic of China (PRC), India, Malaysia, Thailand, Türkiye, and the United Arab Emirates.
