RapidRail Fined RM100k Over 2021 LRT Crash That Left Over 60 Passengers Injured

The Land Public Transport Agency (APAD) has upheld a RM100,000 compound against Rapid Rail Sdn Bhd (RRSB) for failing to properly maintain its rail operations, resulting in injuries to passengers.

In a statement, APAD said the offence stemmed from an incident on 24 May, 2021, and was dealt with under Section 101(10) of the Land Public Transport Act 2010 (Act 715). The agency stressed that operational safety in public land transport remains its highest priority and must never be compromised under any circumstances.

According to APAD, RRSB, as a licensed operator, failed to ensure that the railway alignment was safe for operations. Investigations found that the “limb rail” was unreadable in both directions, rendering it impossible to operate trains safely. This failure ultimately led to an incident involving 213 passengers, 65 of whom were injured.

APAD emphasised that the enforcement action serves not only as a legal measure but also as a stern reminder to all rail service operators. Operators must ensure that maintenance is carried out in accordance with established technical standards and that sufficient training is provided to relevant personnel.

“The decision to impose this compound also takes into account public interest and the principle of accountability in ensuring the continued integrity of the nation’s rail transport system,” the statement said.

The incident, which was widely reported at the time, involved a collision between two Light Rail Transit (LRT) trains travelling from Gombak and Kelana Jaya. The collision occurred at 8:45 PM between the Kampung Baru and Kuala Lumpur City Centre (KLCC) stations.

 

In a related note, APAD reaffirmed its commitment to strengthening monitoring and enforcement activities to ensure all operators fully comply with legal, operational and safety requirements.
