As announced by Prime Minister Tan Sri Muhyiddin Yassin today, all public recreational parks in the phase one regions are allowed to reopen for leisure activities starting tomorrow (16 August 2021).

Only individual activities such as jogging, cycling and exercising would be allowed, with strict adherence to the SOPs for sports and leisure under phase one of the National Recovery Plan (NRP). The reopening of parks for leisure activities is to maintain the people’s well-beings and to reduce mental health stress.

Nevertheless, the public can only visit the parks in the neighbourhood, and travelling interdistrict or interstate to visit other recreational parks is prohibited.

“This relaxation is crucial for the people to spend more time in the open area and have a better ventilation system than being just restricted at home. Thus, I hope that this incentive will not be abused,” said Tan Sri Muhyiddin.

Other than that, the government has decided to allow non-essential activities in the manufacturing, construction, mining and quarrying sectors for all states under Phases 1, 2 and 3 of the NRP from tomorrow (16 August 2021).

The operating capacity will depend on the rate of vaccination of the workers. The businesses may operate at full capacity if their workers are 80 to 100 per cent fully vaccinated.

With a fully vaccinated workforce of 60 to 79 per cent, they may operate at 80 per cent capacity. The businesses can only operate at 60 per cent capacity if the fully vaccinated workers range from 40 to 50 per cent.

“After more than a year the country has been in a pandemic, many employers have begun to reduce the workforce, causing many to lose their jobs. In this difficult situation, the government cannot allow this situation to drag on,” the Prime Minister said in a statement.

He also added that the decision has been made carefully, despite the fact that it may cause different reactions from the public. Starting tomorrow, 11 economic activities will also be allowed in the phase 1 states, for fully vaccinated individuals (14 days after the second dose injection) only.
