A video has since gone viral showing a staff member inside a moving Kuala Lumpur City Hall (DBKL) official vehicle throwing rubbish out of the window onto the road.
The incident took place on 21 June and was captured by a parked car’s dashcam, sparking outrage among many Malaysians.

Compound issued to the staff member
The issue has since been taken up by DBKL, which has assured the public that immediate action has been taken, including an internal review of the incident.
“DBKL takes the matter seriously and has called in the staff involved to provide an explanation and carry out an internal review,” the statement read.
As a result, the staff involved have been issued a compound under Section 47(1)(e) of the Street, Drainage and Building Act 1974.

DBKL stressed that it has zero tolerance for any actions that could tarnish the department’s image.
“DBKL consistently emphasises the importance of integrity, discipline, and professionalism among its personnel in delivering services to city residents. It does not tolerate any actions that may tarnish the organisation’s image and will continue to ensure compliance with regulations while strengthening governance from time to time.”
