Recently, a second-year cadet officer at the Military Training Academy (ALK), National Defense University (UPNM), Sungai Besi, had allegedly become the victim of bullying and abuse, after an iron was apparently pressed onto his chest.

This comes 7 years after another UPNM cadet officer, Zulfarhan Osman Zulkarnain, had allegedly been tortured to death over a laptop. What he endured prior to his death was later coined as ‘ragging’, which means abuse, humiliation, or harassment of new entrants or junior students by senior students.

Now, according to a report by Harian Metro, the Kuala Lumpur Police Chief, Datuk Rusdi Mohd Isa, has shared that their investigations found no element of revenge or fighting in the incident of the UPNM cadet that was burnt with an iron. Instead, he believes that it was just an extreme joke.

“On the contrary, the incident happened without a motive when the suspect asked the victim whether or not he had ever tried (being burnt with a hot iron). There is no real motive, there is no grudge, fight or bullying. Just joking. I don’t want to say ‘ragging’, it’s not ‘ragging’,”

“When there are dangerous things such as weapons or hot items, don’t ever play with it (or joke around with it). This is the first time the victim has been affected,” he said.

He also shared that the investigation papers regarding this case have been submitted to the Attorney-General’s Department and that his party is awaiting further instructions.

“The medical report has not yet been obtained. The medical report can be used for the investigation and by the prosecution to make any preliminary decision. But so far we have not received it, but that does not prevent us from saying that the investigation paper is complete.”

Additionally, no arrests have been made as Datuk Rusdi Mohd Isa said that there was no need for arrests because his party had obtained evidence and testimony from all those involved.

“It depends on the case, you don’t necessarily need to arrest at the time of investigation, they can also be arrested and charged in court,” he explained.
