The Ministry of Higher Education (MOHE) has confirmed an increase in repayments of National Higher Education Fund Corporation (PTPTN) loans following the government’s announcement of travel restrictions on defaulters in the 2026 Budget.
According to Harian Metro, its minister, Datuk Seri Dr. Zambry Abd Kadir, said the rise in repayments has helped strengthen PTPTN’s revenue position.

However, he did not disclose the number of borrowers or the total amount repaid.
“PTPTN loan repayments have increased, and that helps us in terms of income,” he said.
“However, the most important thing to focus on is next year, as the Prime Minister’s announcement (regarding travel restrictions) is part of next year’s budget,” he added.
Prime Minister Datuk Seri Anwar Ibrahim, when tabling the 2026 Budget, reportedly said the government would impose overseas travel restrictions on PTPTN borrowers who are able to pay and are working abroad but continue to default on their repayments starting next year.
Two main categories of defaulters
Elaborating further, Zambry said there are two main categories of defaulters.

“The first category consists of individuals who outright refuse to repay their loans, even though they are already employed and earning high incomes. The second category includes borrowers who may have only graduated a year or two ago and are not yet financially capable of repaying their loans,” he said.
“The government’s approach is to ensure that no one is unfairly treated, as we understand their varying economic circumstances,” he explained.
Therefore, he urged borrowers facing financial difficulties to inform PTPTN, especially if they are unable to pay the current repayment amount.
“I have instructed PTPTN to exercise compassion and ensure that those who genuinely cannot afford to pay have their repayment schedules reorganised,” he said.
“This includes setting repayment methods and amounts that borrowers are capable of paying, rather than making decisions that would leave them unable to pay at all,” he added.
