NGO: Owner of Puppy That was Dragged on Penang Road May Escape Legal Action Because it Was ‘Accidental’

Just a day ago, a poor puppy was reported to have been dragged down a road while tied to the back of a moving car. The owner of the puppy and the car later claimed the incident was accidental as he was unaware that the puppy was tied to the car.

Now, the Malaysia Animal Association is sharing their concern that no justice will be served for the poor puppy due to a similar recent case where a perpetrator dragged a cat and later claimed it was accidental as well.

Taking to their Facebook page, they wrote, “This is the condition of the dog that was dragged by the owner of a vehicle, that recently happened in Penang. The dog is suffering from severe injuries due to being dragged and has been receiving veterinary treatment from dog rescuers.”

“The perpetrator, an Indian man, may be released due to the reason of it being accidental, if the prosecution is not serious. Last month, a cat was also dragged to a point where it was seriously injured and traumatised by the owner of a vehicle, also in Penang. The perpetrator, a Chinese man, escaped based on the reason that it was accidental.”

 

They went on to explain how it’s become common in Malaysia for animals to be dragged from vehicles as it is often declared as negligence and accidental.

“For some stupid reason, the rude and impudent perpetrator got away without any prosecution by the court because the prosecutor classified it as an accident,”

“Then, there will be incident after incident of abuse with the reason being accidental, which looks as though abusers are purposely making it looks like accidents. Because, the perpetrators are confident that stupid prosecutors will only look at one angle,” they added.

With that being said, the organisation believes that should such incidents be linked to negligence or be deemed “accidental”, action should still be taken as it causes injuries, suffering and sometimes even death.
