Recently, a pregnant woman and her husband were harassed by a man after they had reprimanded him for smoking at an eatery in Shah Alam. The man had blown smoke at the pregnant woman and swatted her hand when she attempted to record the man’s aggression towards her husband.
This goes to show that approaching and reprimanding smokers at eateries can become a dangerous situation due to not knowing how the smoker might react. Hence, shouldn’t there be a safer way for people to report those who smoke in places where they shouldn’t?

Well, there is.
JomLapor
In collaboration with the National Cancer Society Malaysia (NCSM) and other non-governmental organisations (NGOs), the Malaysian Ministry of Health (MOH) launched JomLapor, a platform that allows the general public to report any and all violations related to cigarettes and vapes.

This offers a safer way for the general public to report on smokers where they’re not supposed to be, without the potential dangers of a physical confrontation.
Here’s how it works!
Step 1 – Jom apor Sekarang (Let’s Report Now)
Selecting this takes you to the form in which you can report violations regarding cigarettes and vapes.
Step 2 – Perbuatan manakah yang ingin dilaporkan? (What action are you reporting on?)
Here, a drop-down list will show you all the violations available for reporting. The violations include:
- Merokok di Kawasan Larangan Merokok (Smoking in a No-Smoking Zone)
- Menjual rokok/vape kepada individu di bawah umur 18 tahun (The sales of cigarettes/vapes to those below the age of 18)
- Individu di bawah umur 18 tahun menggunakan rokok/vape (Individuals below the age of 18 using cigarettes/vapes)
- Larangan penjualan produk merokok (berbentuk mainan) (The ban of the sales of smoking products in the shape of toys)
- Pengiklanan rokok/vape dan merokok tiruan di TV, radio, dalam talian, media cetak, media sosial, papan iklan (The advertisement of cigarettes/vapes and fake smoking on TV, radio, online, print media, social media and billboards)
- Promosi atau pemberian diskaun atau sample percuma rokok/vape di kedai (Promotions or giving discounts or free samples of cigarettes/vapes in stores)
- Larangan penjualan produk merokok IPT, pasar, vending machine dan online (The ban on the sale of smoking products in IPT, markets, vending machines and online)
- Larangan penjualan produk merokok sebagai pemberian atau hadiah (The ban of sales of smoking products as gifts or presents)
- Tiada Pengisytiharan kawasan atau Tempat Larangan Merokok (No declaration of a space or No Smoking Area)
- Penajaan aktiviti komuniti atau awam boleh oleh syarikat rokok/vape (No cigarette/vape company can sponsor community or public events)
- Perkongsian jenama – Peletakan logo rokok/vape dalam bahanan lain (Brand sharing – Placing cigarette/vape logos on other products)
- Larangan pameran di kaunter jualan di kedai serbaneka (The ban on displays at sales counters in convenience stores)
- Larangan pameran di kedai khas (The ban on displays at specialty stores)
- Larangan pemasangan tanda amaran larangan merokok yang lama (Prohibition of installation of old no smoking warning signs)
- Larangan penjualan rokok, cerut dan produk dipanaskan kurang daripada harga RM12 (Ban on the sale of cigarettes, cigars and heated products being priced below RM12)

Step 3 – Muat Naik Gambar (Upload Images)
After selecting the violation you would like to report, you can then upload up to 3 photos of the violation being committed as proof or evidence for the report.
Step 4 – Nama Kedai / Nama Acara/ Nama profile Media Sosial (Name of Store / Name of Event / Name of Social Media Profile)
During this step, you must specify where the violation was committed, whether in a restaurant (provide the restaurant’s name), at an event (provide the name of the event), or on social media (provide the name of the account in which the violation was committed).
Step 5 – Negeri (State)
Here, you need to select the Malaysian state in which the violation was committed.
Step 6 – Sila berikan penjelasan yang lebih terperinci mengenai kesalahan yang telah berlaku (Please give a detailed explanation of the violation committed)
Recount what exactly happened when you witnessed the violation that was committed
Step 7 – Alamat (Address)
Provide the address where the violation was committed.
And last but not least, click Hantar (Send) to submit your report so that the proper authorities can look into your report and take the appropriate action. And the best part is that JomLapor can easily be accessed from a computer or a phone’s web browser.
