The new open toll payment system using Automatic Number Plate Recognition (ANPR) technology and a digital platform will start rolling out on the North-South Expressway (PLUS) this October.
Works Minister Dato’ Sri Alexander Nanta Linggi said that as a pilot project, it will initially cover the stretch from Hutan Kampung to Sungai Dua in Penang, before being expanded across the entire PLUS network.

In a statement, Alexander said he had inspected a new highway innovation designed to ease traffic congestion at toll plazas, soon allowing Malaysians to enjoy smoother journeys by driving through any existing toll lane without stopping.
The open toll payment system is a joint initiative by the Ministry of Works (KKR), the Malaysian Highway Authority (LLM), and highway concessionaires to improve user convenience.
“I tested the ANPR open toll payment system myself and was able to pass through the toll lane without stopping, and it was clearly much faster.”
“The digital platform also comes with extra features for users, like the option to pay using various digital and cashless methods, view e-invoices, track toll transactions, and access other mobility services that will be introduced in stages.”

No payment or registration cost needed
Alexander said the system marks a solid step toward the upcoming Multi-Lane Free Flow (MLFF) system and supports the government’s goal of improving public convenience while driving the country’s digital transformation.
He explained that users will only need to register online without any cost or fee using their personal details, vehicle information, and preferred payment method.
“I also had the chance to test an MLFF gantry that’s currently going through a tech trial on the PLUS Highway. I’m confident this system will help the industry get ready for full MLFF rollout, making travel easier for everyone. What makes it even better is that the whole system was developed entirely by local experts, without costing the government a cent,” he added.
