The government is looking into making it mandatory to label content created using artificial intelligence (AI) as “AI-generated” under the upcoming Online Safety Act 2024.
According to Communications Minister Datuk Fahmi Fadzil, the move is crucial to curb the misuse of AI (particularly on social media) where it’s often exploited for scams, slander, and identity theft, BERNAMA reported.

The move is expected to take effect by the end of this year
Fahmi pointed out that some social media platforms have already begun voluntarily labelling AI-generated content, and said the initiative could potentially be expanded across the region through collaboration among ASEAN countries.
“We’re looking at the possibility of including this labeling requirement under the Online Safety Act, which is set to come into effect by the end of this year. We also believe digital platforms should take the lead in clearly tagging AI-generated content,” he said.
Addressing concerns over the spread of fake AI-generated videos and images, he added that there are currently no comprehensive global regulations in place to deal with the issue.

“Who should be responsible for regulating AI?”
However, Fahmi added that active discussions are already underway at the international level, including by the United Nations (UN) and the International Telecommunication Union (ITU).
“I recently attended the AI for Good Summit in Geneva, Switzerland, where one of the key questions raised at both the UN and ITU was: who should be responsible for regulating AI? Naturally, at the national level, Parliament and ministries like the Digital Ministry must take the lead. But every ministry also has a responsibility to assess and understand how AI is being used within their respective sectors,” he said.
