Previously, Domestic Trade and Cost of Living (KPDN) Minister Datuk Armizan Mohd Ali announced that the government is closing a loophole under the Supply Control Regulations 1974, which would finally allow legal action to be taken against foreign drivers who purchase RON95 in the country rather than just against petrol station operators.

Now, KPDN has announced the implementation of two measures to strengthen existing legal frameworks starting 1 April, which are banning the purchase and sale of RON95 to foreign-registered vehicles and blocking the usage of foreign debit and credit cards at the fuel pump.

Legal action can be taken against foreign vehicle owners purchasing RON95 starting in April

BERNAMA quoted Armizan as saying that, effective 1 April, a ban on the purchase and sale of RON95 will be enforced on foreign-registered vehicles.

The KPDN Minister added that the enforcement was a follow-up to the decision he presented in Parliament on 29 January.

He further revealed that the enforcement agenda would continue to be strengthened through the implementation of OPS Tiris 4.0 (Integrated). This is to ensure compliance with regulations and combat the smuggling of subsidised fuel, especially in the border areas following the tension in the Middle East conflict.

Armizan also reminded all parties to comply with the ban and called on the public to continue to be the eyes and ears of the government by channelling information regarding suspicious activities.

Payment restrictions at fuel pumps

Meanwhile, KPDN Director General of Enforcement Datuk Azman Adam told Astro Awani on Friday (27 March) that all foreign debit and credit card transactions will be blocked at all fuel pumps at petrol stations nationwide.

The move will also be implemented starting 1 April and is meant to alleviate the burden on fuel station workers to physically ‘protect’ the fuel pumps from foreign vehicle owners or drivers.

“We are integrating the fuel pump system with the identity (MyKad) database and banking system. Starting 1 April, the system will automatically filter transactions,” Azman added.

Should a customer want to use a foreign card to purchase fuel, they must do so at the fuel station counter.
