The Kluang Municipal Council has denied allegations of animal cruelty as seen in a video, shared by an animal welfare NGO, that has been circulating online.
Taking to their Facebook page, the Kluang Municipal Council shared that their council follows strict procedures when dealing with stray dogs.

They wrote, “It is hereby informed that, referring to the video released on the social media accounts of Fauziah Paws Care and Nasir Abdul Aziz yesterday, February 7, 2025, which claimed that the Kluang Municipal Council had abused the said dogs, such allegations are completely untrue.”
They explained that the process of capturing and disposing of the said dogs was carried out in accordance with the Circular of the Chief Secretary, Ministry of Urban Wellbeing, Housing, and Local Government Number 5 of 2014, Standard Operating Procedure (SOP) for the Capture and Disposal of Stray Dogs in Local Authority Areas, paragraph 4.5.

“Which is through the administration of PTS (Put to Sleep) injections and death confirmation by Veterinary Department officers, the drugs used were approved by the Veterinary Department,” they added.
They have also made a police report against the social media accounts mentioned above, “to defend the image and reputation of the Kluang Municipal Council”.
The video in question
Prior to this, a video accused Kluang Municipal Council officers of disposing of stray dogs, including puppies, in an inhumane manner.

The video, which was taken through the cover of bushes, showed a group of individuals in aprons and face masks apparently injecting dogs before placing them into a hole in the ground. The dogs’ cries could be heard during the process.
“I was informed about dogs being tortured, some even buried alive. And this morning, we received some evidence and what we uncovered is beyond disgusting. Majlis Perbandaran Kluang is actively carrying out these horrific acts, using taxpayers’ money to fund cruelty instead of humane solutions,” Fauziah Paws Care wrote.
