In the past year, there have been numerous cases of animal cruelty that have gone viral on social media, such as the killing of Kopi, the stray dog in Terengganu.

Recently, another video surfaced showing a cat being dragged by the neck using a rope at a condominium in Jalan Klang Lama.

The video showed the cat with a rope around its neck being dragged by a man as it struggled, howled and was even seen urinating out of extreme pain.

Meanwhile, Malaysia Animal Association president Arie Dwi Andika said members of the public alerted the organisation to the incident.

“We are appealing for the person who recorded the video to lodge a police report and identify the victim.”

“Animal Malaysia is offering an RM3,000 reward to the person to step forward and lodge a police report, become a witness until the abuser is arrested, charged and sentenced,” he said in a Facebook post.

He added that the authorities can also contact the condo management to obtain CCTV footage. He also said that the authorities should not regard the case as an “accident” and that the Animal Welfare Act can be used when it comes to animal abuse.

“We cannot give anyone any reason to escape punishment. The authorities have to act to serve justice.”

According to the New Straits Times, Kuala Lumpur police chief Datuk Rusdi Mohd Isa said they received a report on the incident.

He said the complainant lodged a report after coming across the video.

“The Veterinary Services Department is investigating the case under Section 29 of the Animal Welfare Act,” he said in a statement.

He said the police report was also forwarded to the Kuala Lumpur Veterinary Services Department for further action.

We hope that the poor kitty is rescued and that the abuser gets punished for his actions
