Rocky Court Case: Owner Faces Another Charge For Allegedly Keeping Dog Without Valid Licence

The legal saga surrounding Rocky the dog has taken another turn, with the woman believed to be his owner now facing a separate charge for allegedly keeping the animal without a valid licence.

S. Roghini Devi, 42, pleaded not guilty in the Klang Magistrate’s Court today after being charged with keeping a dog aged over three months without a valid licence issued by the Klang Municipal Council (MPK).

Roghini could face a RM2,000 fine, up to 1 year in jail

The alleged offence took place on 29 July outside a house in Jalan Sama Gagah, Taman Teluk Gedung Indah. Roghini was charged under Section 3 of the Licensing of Dogs and Dog Houses By-Laws (MPK) 2007. If found guilty, she could be fined up to RM2,000, sentenced to up to one year in jail, or face both penalties.

According to Kosmo!, the latest charge comes as Roghini also faces a separate animal cruelty case involving Rocky, in which she has pleaded not guilty to allegedly pulling the male dog.

Deputy Public Prosecutor Salman Alfarisi appeared for the prosecution, while lawyer Jeremy Vinesh Anthony represented Roghini. The court subsequently granted Roghini bail of RM1,000 and fixed 8 October for the next mention of the case.

Muhammad Shah Idham Nor Haikal Shaharom, 24, is facing a separate charge in the same case, with the delivery rider accused of allegedly restraining the dog with a looped leash in a manner that caused it pain.

Both have pleaded not guilty in the animal cruelty case, which carries a fine of between RM20,000 and RM100,000, imprisonment of up to three years, or both upon conviction.
