Bukit Aman Criminal Investigation Department (CID) Director, Datuk Seri Mohd Shuhaily Mohd Zain, said the suspect was brought to the court six times in the past.

“The balloon vendor is currently still receiving treatment in hospital, while the two DBKL enforcers have been taken action by the department,” Shuhaily said during a press conference yesterday (April 4).

Two of the three investigation papers regarding the incident involving ‘abang belon’ and Kuala Lumpur City Hall (DBKL) enforcement officers at Jalan Tunku Abdul Rahman (TAR) here were recently handed over to the Deputy Public Prosecutor (TPR).

Both investigation papers were opened under Section 186 and Section 325 of the Penal Code.

“Another investigation under Section 506 of the Penal Code for criminal intimidation is still awaiting a response from the Malaysian Communications and Multimedia Commission (MCMC) regarding a website linked to the case.”

Earlier, a viral video showed the physical dispute between the balloon vendor and the DBKL enforcers, in which the latter said they had warned the vendor three times before taking action to confiscate his goods.

The balloon vendor, on the other hand, admitted that he carried no valid business licence but denied being warned by DBKL.
