MBDK Files Police Report Following Rocky’s Death, Claims Officers Were Obstructed & Threatened With Sharp Weapon

The Klang Royal City Council (MBDK) has expressed regret after a stray dog died during an enforcement operation in Gedung Indah on Wednesday night (29 July)  following a confrontation with members of the public.

The operation, which ran from 8.30 PM to midnight, was conducted in response to formal complaints from residents about safety concerns stemming from the increasing number of stray dogs in the area. A total of 12 stray dogs were successfully captured under the provisions of the MBDK Dog Licensing and Dog Breeding House By-Laws 2007.

MBDK claims an individual obstructed officers from carrying out their duty

According to MBDK in its statement on Friday (31 July), the operation involved 11 enforcement personnel, a Health Department officer, and approximately 50 residents. Officers used loop-catching equipment that complies with the Ministry of Housing and Local Government’s (KPKT) animal welfare standards to ensure humane handling during the operation.

However, the situation escalated at Jalan Sama Gagah 20 when a group of individuals allegedly obstructed enforcement officers who were attempting to capture a stray dog roaming on a public road.

MBDK claimed that one individual acted aggressively by attempting to cut the capture loop with a knife and threatened to harm themselves if the dog was not released.

The ensuing struggle allegedly made it difficult for officers to safely remove the equipment, resulting in the dog’s death. Officers eventually released the equipment to prevent further escalation and avoid injuries.

Police were called to the scene to restore order, and MBDK has lodged a police report over the alleged obstruction of public officers and threats involving a sharp weapon.

The council said it remains committed to carrying out enforcement professionally while adhering to animal welfare standards and urged pet owners to ensure their animals are licensed and not allowed to roam freely.

Investigations have been handed over to the Royal Malaysia Police (PDRM).
